I have an Edelbrock STR intake which resembles an early Rat Roaster but have a single 4150 top & a Dominator top. I would have to locate a 2-4 top (rare) or make a sheet metal top which I don't know if the NSS guys would go for. To use this intake or possibly an Indy, (I think) I would need an adaptor plate to fit. Any input on this would be very helpful. Thanks.

Welcome to the site. Other sites that dedicated to Nostalgia Super Stock are:
You will find the rules in the second link.
It is a great class to be racing in. You won't find a closer knit group of racers. Like Damon said, the intake limitations keep people from running the B1s in NSS -- and most run the Indy 440-1 or the 572-13. We'd love to have a legal 2X4 intake.
That said, consider finding a used set of heads and intake for running NSS. You can always put the B1s back on if they ever make an intake -- and resell the heads.
